For the past ten years China has, in the matter of enforcing the suppression of opium, received the support both of Great Britain and

the of/other friendly Powers, for which support the Chinese Government

is most grateful.

With regard to the question of the restriction of the importa- tion of opium, I have the honour to observe that, while the restric- tion on Indian opium has in the past, in consequence of the Agree- ment between Great Britain and China, not been complete, the Wai Tu Pu in its notes of March 1908 and July 1911 had the honour to inform Your Excellency and the other foreign Representations of
